Those gauges are actually stock! As I have said in some of my other replies in this video, that feature has been standard on the Legacy and Outback since the 2005 MY. Now, almost every Subaru has this feature as standard. And, sorry to say this, but it is not available for the 2000 Legacy GT.
Yes, they are stock. The gauge sweep feature shown in this video has been standard on all Outbacks and Legacys since the 2005 model year. I think the STi has had it since it first came out in 2002 or something like that. But now, the now 2008 WRX and Impreza also have it standard.

Yes, but you can disable it. Also, some of the beeping there belongs to a radar detector.

Almost every Subaru now has it standard. I’m not sure about the Tribeca or the new ’09 Forester, but all of the other models have it standard.
